Always for a leader of a team, when it comes about the survival of their existence, he/ she has to come up with everything to prove their worth. If the leader falls for incompetence, incapability and arrogance, the folks following him/her meet to the end.

Medical Department in Kupwara is in the hands of an incapable and incompetent person, which has been proven in current COViD 19 disastrous situation. Dr Kousar Amin has totally failed to lead the Medical Department in Kupwara, her actions are taking local residents near to medical disaster.
On June 27, KNT, a local news agency, reported that in SDH, locals of Machil frontier area staged a protest after the death of a pregnant lady.
The news agency quoted a medical source who told, there was a junior Gynecologist present in the hospital. The senior Gynecologist was relieved by the CMO Kupwara from the hospital after she raised her voice against the non-availability of PPE kits in the hospital.
“There was one senior Gynecologist in this hospital. She raised her voice against the shortage of PPE kits. Her action was not tolerated by present Chief Medical Officer and she was first attached and then relieved from the hospital,” this source, inside the medical department was quoted by KNT, on request of anonymity.
It has been reported that at least 300 babies are delivered, in Kupwara in a month, 10 in a day, when Dr Gulshan had demanded PPE kits, she was denied. And, after rasing her concern, the intolerant CMO showed her way out. This sort of attitude in which you consider your self above any resentment from the lower line, officers try to either choke you out or with special powers send you to ruins.
A leader must not give chance to arrogance to overtake stability inside.

In this paragraph, the writer, in brief, considers incompetent leader more harmful and a threat for a system than the corrupt leader. Incompetence in the system makes ways for corruption.
It’s not only her aggressive arrogance has taken a toll on her subordinates, but COViD patients and reporters who have been calling her for redressal of issues, her behaviour has been always terribly inefficient and unceremonious.

One of the COViD 19 patients quarantined at wyan, who’s sample was taken on 21 July 2019 told me that after waiting for 5 days when his name was constantly dropped from the list, he called CMO, Dr Kounsar Amin, her behaviour was intolerable. ” She told me over the phone that,’I am not concerned about such things, I have no control over this process and What can I do’. After that conversation, I felt so helpless and miserable. It’s okay if you are not able to maintain the process of results, but at least there should be a dignified way of talk. You can’t talk like this, we shall be motivated not disheartened, “Told this COVID patient.
Coordination and systematic approach with quarantine centres are done with amateurish behaviours. Doctors who have been stationed as nodal officer have been given responsibility without considering their credibilities or public skill. A Dental Doctor who was stationed as nodal officer at wyan Quarantine centres was lacking proper communication standards. His delinquency with Subordinates and patients was condemnable. He was witnessed to use often vulgar words with Subordinates and resorting to abusive language. On the day, a COViD patient had developed severe heartburn at 1 am, to get the help, he called another inmate who was having moderate medical knowledge because of his medical shop engagements. This medical shop owner who was helping this patient told me that, ” when he asked me for help , I, with my another friend rushed towards the nearby temporary tent in which medicine was made available. We woke up a man sleeping in this tent and recognised his face, that poor guy was a sweeper. We told him, we need medicine, he berserkly told us that I don’t know anything, here is this box, find out yourself,’. Fortunately, I have little experience with medicine,managed to get some medicine from that weird box. For instance, if we were not able to make through this way, what would have been the result. This is sheer hypocrisy and ignorance. We voluntarily quarantine ourselves to save the rest of society, while trusting Department to keep us in possible proper , but I think it is way around to it”.
Now that the cases are rising day today, CMO has taken shelter under only one sentence i.e ‘ I have no responsibility,’ but until and unless she is not asked tough question and accountability is not made, Kupwara will soon turn into a medical disaster.
There is no proper check on food given to quarantine inmates, patients who need balanced diet are curving for proper procedure. Inmates have raised concern many times but medical officers stationed have been turning faces away, leaving them into miserable condition. One of the inmate told me that,” it was our 6th day in quarantine centre in Wayn, pulses were served with rice on lunchtime, the same dish was served at dinner time, which was usually having burnt smell. Maybe they were putting extra water for more soup so that it would be served to every mouth and save an extra penny. Within few days, despite I was asymptomatic, throat irritation started because of improper food contents”.
One of the imminent threat for patients with secondary infection is because of no cleanliness within building and surrounding. Filthy bathrooms with bad smell are not being cleaned, inmates told that we requested medical officers many times to provide us wiper and anti infectants so that washrooms can be cleaned from dirt and infection. Inmates allege that not for a single time they full filled our demands.
The officers were always using delay tactics to keep us away from any protest or argument. ” Once sample team from SDH Kupwara started taking samples near our quarantine at Wayne after they finished work,they took off PPE kits and instead of putting them in trash bin they put them in forest nursery. Usually, domestic animals are roaming there and our nodal officer was not having the courage to take them on against this horrible behaviour, ” told a Covid 19 patient.
If the same way of approach continued there will be a time when people will not allow medical teams to test them or admit themselves in quarantine centres. To stop further damage and save medical services in Kupwara, DC Kupwara along with other people with concerned work should recommend higher authorities to take timely action and stop this extreme incompetence.
