Srinagar: Jammu and Kashmir ICDS Supervisors Union urged Honorable Lieutenant Governor, G C Murmu and Principal Secretary to Govt for social welfare department, the discriminatory measures and continuous unfair treatment of supervisors, at a time when gender parity is lot being talked about. Social welfare dept. issued a final seniority list of Acdpos/Tswos on 2.06.2020 which amounts to grave injustice with the thousands of senior most supervisors of JK UT.
Govt.had framed Social welfare (Gazetted) Service Recruitment Rule in year 2007 vide SRO 328 of 2007 wherein the provision has been made that TSWOs and Superintendent homes are eligible for the post of CDPOs and ACDPOS (22 posts of Acdpos only in JKUT). In a press brief, President of the Union pointed out the injustice with supervisors who have not been given chance from last three decades to get promoted even having required qualification and competency but Social workers appointed in 2008 were confirmed as TSWOs in 2015 and are being promoted as CDPO in 2020.Another cause of concern is careers of supervisors of ICDS wing being ruined by not promoting despite having required qualification and competence for the post of CDPO. There are supervisors of 1988,1989,1991,1992 and 1994 batches who will retire at said post, if govt doesn’t take the matter seriously. Abida War, President of the Union said that we are fighting from years together to remove this injustice by amendment of JK social welfare Gazetted Service Recruitment Rules 2007 vide file no.SW/Estt/44/05 dated.17.06.2015 and Uo No.A/39(2004)A-B-643 dated 9.08.2017 in Administrative section of social welfare deptt.in civil secretariat.
Meanwhile State Mission Director forwarded proposal of amendment to the worthy Secretary to the Government Social welfare Deptt. Jk vide No.SMD/ICDS/2017/4559-60 dated.1.03.2017,but authorities never took into consideration the proposals forwarded and finally the malicious intentions are now open by issuing a seniority list of Tswo/ superintendent for the promotion as CDPOs.
Irony is that under the single department of social welfare only social workers /crats/ superintendent homes and even x-cadre have been given four to five promotions by ignoring the female supervisors from last three decades. With regard to the post of cdpo, it is given to X-cadre employees of social welfare who had even been appointed as I/Cjr.assistants and now in 2020 they are eligible for the post of cdpo by taking number of steps of promotion as jr.assistant,I/C sr.assistant ,Sr.Assistant,I/C Head Assistant ,Head assistant ,I/C social worker ,social worker then TSWO and now cdpo, Union also has the documentary evidence of promoting unqualified people in the department. If no action is initiated, our Union will expose all involved. President of the Union, appealed Hon’ble Lieutenant Governor J&K and Principal secretary to Govt for social welfare deptt.to intervene and issue an SRO to safeguard the future of thousands of supervisors.
